I'm remodeling my room, and don't want to spend a lot of money.
Well my room is painted this bluish-turquoise color, and I have a white bed frame. my parents won't let me get a new bed, but the thing is I want black furniture. Would a black side table and zebra chairs match a white bed frame?...or would it look really weird?

No not at all, I love all black and white, but if your walls are a color, I'd get rid of anything not black, white, silver, or clear. Otherwise its gets messy.
Maybe paint some picture frames black, or your dresser white with black drawers
Stick to a rigid color scheme and it will look pretty cool

I would probably choose a simple comforter that matches the paint on the walls and add accent pillows in zebra print.

Keep your colours uncomplicated. With the colour of the walls that you have, add black decorating touches such as, frames,cork boards, or metal curtain rods that have been spray painted black-leave the bed white for an excellent contrast in colour.

The bed frame will also give you something to attach a headboard and/or footboard to if you want. Other than that, a frame gives you some storage under the bed, and allows for a little air circulation under the mattress I suppose, but no, you don't have to use a frame.
